I had proposed at that time that I might offer them to a pending measure. the socalled sheepherders bill. However. I wanted to make sure that the conferences were informal and that they occurred on both sides. in an attempt to get something out of the situation that would help a human being. It may not be good politics. but it is good for people who are waiting to come to this country under the Refugee Act. and we should remove some of the restrictions which have proved to be rather impractical in administering the socalled WalterMcCarran Act. We wanted to do it in the interest of people. Is that not correct?
