I must say to the gentleman that these are not ideas that arose in the Committee on Appropriations. The language contained in the bill with *egard to this subject was suggested by the Commissioner of Immigration and Naturalization of the Departmentof Justice. The language I read awhile ago in regard to tort claims originated in the Department of State. The language in regard to the unvouchered funds for use of the Attorney General in Alaska arose in the Attorney Generals Office. The committee was asked to write in a number of things. and I will give you an example of one.
