General Howard has been occupying this position on a per diem basis for several months. He has performed a splendid service that has been. of course. in the interest of our country. Mr. Speaker. under the terms of this bill the general could be hired for this specific job in the Immigration Service. He not only has demonstrated his ability to perform this service. but a thing which appeals to some of us is the fact that the Government would be saved a considerable amount of money by utilizing the services of this retired Army officer. In fact. if it were filled by any other person. it would cost some $12.000 to $15.000.
