Mr. President. what is going on here is an attack against the political influence of the big States in the nomination and election of a President of the United States. Statements have been made about reducing the influence of socalled minority groups and splinter blocs. What minority groups are thus referred to? Let us speak openly and frankly with each other in debating so critical a proposition as a drastic change in the Constitution of the United States. Is it organized labor? Farmers? Smallbusiness men? Is it the veterans? Naturalized citizens? Negroes? Catholics? Jews? Masons? Which arethese minority groups that we must guard against by constitutional amendment?
