Mr. Speaker. I rise today to voice my opposition to the Presidents proposal that the Congress make a drastic change in our traditional national origins quota system for the admission of aliens to this country. President Eisenhower. in his message to Congress last week. referred to what he described as inequities in the present quota law. He called for a change from the 1920 base from which annual immigrant quotas are determined. to the year 1950. He went further to ask for an even more drastic change. when he stated: Quota numbers that are unused by countries to which they are allocated should be made available for use elsewhere. And then he called for legislation which would permit unused quotas which now expire at the end of each year. to be used in succeeding years and to even be transferable to other countries which exceed their annual quotas.
