There is also a third step which I suggest as a means for easing the tension there. namely. a determined effort to solve the Arabrefugee problem. I propose that the United States call on the United Nations to appoint a commission which is to undertake a study of this problem. in an effort to develop a new approach toward a permanent solution. After study of the problem and following consultations with the Governments of the Arab States concerned and with the Government of Israel. the commission is to submit to the United Nations a detailed program for a permanent solution of the Arab refugee. problem. It is further suggested that the program be based on a plan to make these refugees selfsufficient and that they be assimilated among their own peoples in the Arab countries. Israel. however. is to admit a limited number of these people consonant with its security regulations and its ability to integrate them within its economy. and it is also to pay a compensation to the refugees who cannot be returned and for this purpose an international loan is to be made to Israel. Mr. Speaker. in order to make some progress toward a solution of the Arab refugee problem along the lines I have just outlined. I am today introducing a concurrent resolution advocating the creation of a commission by the United Nations to deal with this problem. . May I again commend our colleague for having made a fine contribution on the subject and for granting us the opportunity to express our views in the matter.
