If Mr. Stevenson was too busy attending to the business of the State of Illinois at the time. he could at least have submitted a statement citing his reasons for objecting to the nationalorigins quota system. The principles of the nationalorigins quota system were established in 1920. Mr. Stevensons own party controlled the Presidency from 1932 through 1952.
