I wish to associate myself with the remarks of the Senator from Massachusetts. and heartily to commend my good friend. the distinguished Senator frum Utah. for his efforts in connection with the refugee relief problem. It is a source of regret to me that the humanitarian purposes of the Refugee Relief Act of 1953 were to some degree thwarted by what have been called the builtin booby traps of which most Members of Congress were unaware when the act was passed. The purpose of the amendments introduced by the Senator from Utah was to remove those defects in the law. I am happy to have had the privilege of being a cosponsor with him of the bill providing for such amendments.
