The bill provides for the western portion of the boundary fence. It starts at El Paso and runs through to the California border. For a long time this was proposed as a means of controlling immigration into the United States. It was not exactly necessary for that purpose at the timenot solely. at least. Recently there have been outbreaks of footandmouth disease. which cannot be controlled by merely controlling the livestock. cows. and so forth. which may be grazing along the Mexican border.
