The report will disclose that the Department of State is responsible only for the issuing of visas. When a visa has been issued by Scott McLeod. his job is done. After that it is up to the Immigration and Naturalization Service. If the distinguished Senator from Illinois is interested in knowing the number of admittances. I shall be glad to furnish that information to the Senate when I make my next report. Because of the long delay after some of the visas had been issued. some of the persons who received them refused to come to the United States. It is astounding to learn of the number who have refused to come. chiefly from Germany and Austria. where economic conditions have become much improved. But that is not the fault of Scott McLeod or the Department of State. It is true that economic conditions abroad have changed. Certainly a mighty fine job has been done in the issuance of the additional visas. as I have described.
