Indications are that some inequalities may arise in the orphan groupings when that category of cases is considered on a worldwide basis. Also. a certain degree of rigidity in the implementation of the act may tend to follow from the stringent compartmentalization of categories. However. greater experience is needed in the refugee. escapee. expellee groupings before firm proposals can be made for amending the act. I am hopeful of good and substantial results by the first of the year from which we may be able to draw more definite conclusions. If circumstances warrent.
