Mr. Speaker. this amendment. while not in conformity with the title of the act. carries out the purposes of the original Senate bill by providing for coordination of the activities relating to refugees and migrants under one head. under the Secretary of State and in the State Department. It also approves the Constitution adopted by the Intergovernmental Committee on European Migration at its Venice sessions in 1953. This organization. under the leadership of Ambassador Hugh S. Gibson. has succeeded beyond fondest hopes of the people who are responsible for it. Members of the House who were instrumental in establishing the Intergovernmental Committee for European Migration. having investigated the European situation and participated in the deliberations which led to the establishment of ICEM. are Messrs.
