But I am going to stand for the moment on a request for an increase of $3 million. I am sure that in succeeding months and years it will be shown whether or not the increase for which I have asked is adequate. If the amount proves inadequate. I shall return to the fight again. But in the meantime I hope very much that the Senate will at least agree to this amendment. even though the amount is inadequate. because it reflects some degree of reality. and provides the Immigration Service the minimum amount necessary. and I emphasize the words "minimum amount."
