However. I have been defeated in my proposal. as I have been defeated with respect to a great many other proposals for which I have fought. and for which I shall continue to fight in the Congress. The least we can do is recognize what everyone in authority has said. that there is involved a grave problem. and that the immigration authorities are illequipped to cope with it. I think I have made a great concession in reducing the amount of increase which I have asked for. and to which I think the 160 million people of the country are entitled. I think the request for an increase of $61/2 million rather than $3 million is justified.
