I am impressed with the reasoning of the gentleman from Pennsylvania that we may be creating a situation in which the Republic of Mexico under international law could refuse to allow these Mexican nationals to return to that country. If the Republic of Mexico took this course. it seems to me we would not be in a position to deport these individuals after their term of service is up. Obviously. they would have been legally admitted to the United States. and therefore the grounds for deportation may not exist in the absence of the acceptance by the Republic of Mexico of these persons at the end of the contract period. For these reasons. I am joining with the gentleman from North Carolina in opposing the measure.
