I think I would cross the border just as they dolegally if they canillegally if we refuse to provide any other method. The difference will be that If we do not pass this bill and we do not have any contract program. then they come without any protection whatever. They will accept any employment offered themat any wage and under any living conditions so long as it seems that the immigration officers wont be likely to find them. These Mexican workers need the little protection which a contract can afford them. They need it far more than we need it. but we must insist that if there is to be a contract that it be reasonable.
