He worked and studied during the greater part of his adult life and continued to progress from one position to the next until finally he achieved his lifetime ambition of serving in Congress. At the age of 65. when most men are thinking of retiring from business and professional activities. he began his first term in the 78th Congress. He was reelected to the 79th and 80th Congresses. During his service here. Mr. McCowen was a member of the Committee on Education and Labor and because of his great knowledge and wide experience as an educator. he contributed greatly to the work of that committee. He also served on the Committees on Flood Control and Immigration and Naturalization.
