No better words could be used to sum up the debate here today on behalf of the bill than a paragraph from the letter sent by the President of the United States. Dwight Eisenhower. to the Speakeri of this House a few weeks ago. In that letter from the President is this paragraph: It is imperative that we Join with the other nations in helping to find a solution to these grave questions. These refugees. escapees. and distressed peoples now constitute an economic and political threat of constantly growing magnitude. They look to traditional American humanitarian concern for the oppressed. International political considerations are also factors which are involved.
