I am convinced that through their efforts we will reduce to the very minimum any security risks who may desire to come into the country under such legislation. Then I would like to raise a point on which not too much has been said this afternoon. and that is that under this bill we are concerned more with quality than with quantity. The McCarranWalter Act has a special section. known as section 203. which provides special preferences among immigrants to those who possess special skills which. in the opinion of the Attorney General. would be helpful to this country in its defense program. Those provisions providing preference to skilled individuals will apply. Preference will be given to individuals who have childrun who are citizens of the United States. that would also apply to this emergency immigration bill. The objective we are considering at the present time is to place the emphasis on quality rather than on quantity. There might very well be. in the final analysis. a decision not to use all the new emergency quotas which will be made available under this act.
