Chairman. as I have said before from the well of this House. I find myself very often without any answers and very often with a great many questions to ask. It is my understanding that under the existing immigration act. the socalled MeCarranWalter Act. there can be and are being brought into this country- approximately 200.000 people each year. It is my further understanding that this particular act is based upon the premise that we bring these people into this country only so fast as we can assimilate them. In that regard I would like to remind you that only last week you proposed that this Congress pass the socalled Simpson bill. and you gave as your strongest argument in support of that measure the contention that there were thousands of American people without employment. In having raised that question. some have said to me that the passage of the act which we are today considering would not affect the employment problem since very few of these socalled refugees will ever be caught *performing manual labor. Is that the answer you have for me today? I have asked you in the last 10 days repeatedly whether you proposed to provide sufficient public housing to give these people shelter.
