Mr. President. on behalf of myself. the Senator from Minnesota . the junior Senator from New Jersey . the Senator from Rhode Island . the senior Senator from New Jersey . the Senator from Connecticut . the Senator from Oregon . the Senator from West Virginia . my colleague. the senior Senator from New York . the Senator from Washington . the Senator from New Hampshire . and the Senator from Montana . I introduce for appropriate reference a joint resolution to establish a bipartisan commission. on the Hoover Commission model. to study and review our laws and policy on immigration. their basic assumptions and their relationship to population. to employment. to our economic and cultural growth. to integration of immigrants and aliens into our national life. to our foreign policy and to our national security. The commission would also study the machinery of government designed to deal with and integrate immigration policy and these other factors. I prepared a statement which I intended to make at the time of the introduction of the joint resolution. but not wishing to take the time of the Senate. I ask unanimous consent that the statement be printed in the RECORD.
