President. I wish to say at the outset of my remarks today that when students read the speeches of HUMPHREY. LEHMAN. and PASTORE on the immigration bill the question that will be raised in their minds in the years ahead will be: "Why was it that the Senate of the United States unanimously did not recognize the soundness of the premises advanced by those Senators?" I ascribe it principally to apathy. I say it most respectfully when I say I ascribe it to the factand I believe it to be a factthat a large number of my colleagues in the Senate. as I indicated the other day. have yet to read. let alone study. the 302 pages of the complicated and complex omnibus immigation bill known as the McCarran bill. I think it is now pretty well known that the full Senate Judiciary Committee never gave thorough study to this bill.
