Session #82 · 1951–53

Speech #820213992

It has always been recognized that natives of certain countries may apply for admission to the United States. In the case of every country in the Western Hemisphere we go much further. Those countries are not even covered by the quota system. One hundred and fifty million of them could apply for admission to this country. They have not applied in large numbers. and I do not know that they will. But. even if they should. they would have to pass the careful scrutiny of our Immigration Service. But. Mr. President. 150.000.000 citizens of independent countries of the Western Hemisphere may come into this country outside the quota system. except in the case of orientals. In the case of orientals born in Brazil. the Argentine. Canada. and other countries in the Western Hemisphere. they cannot come into this country under any circumstances. but they are excluded.
