Session #82 · 1951–53

Speech #820213992

The amendment we have offered establishes a statutory Board of Immigation Appeals. its members to be appointed by the President. subject to confirmation by the Senate. That is what should be provided. The people to whom I am referring. and all other people who may be excluded by the consuls for purely arbitrary reasons when they present requests for visas should have the right to proceed in a legal. formal. and fair way before an unbiased. statutory board. The matter should not be left entirely to the discretion of the Attorney General or entirely to the discretion of officials of our consular service. Under our amendment we would wipe out from the immigration laws all discriminations based upon race. Much has been said here about how the McCarran bill would wipe out discrimination against orientals. I say the McCarran bill not only would not wipe it out but that it would increase it.
