When it comes to property or commodities. we must have due process of law. However. when it comes to human beings. apparently it is all right to put the Administrative Procedure Act aside. to weaken it. and to circumvent it. As the Senator from Illinois has said. rather than write a long. detailed provision what we have done in the short bill is to provide that the rider which was attached to the appropriation bill in the Eightieth Congress pertaining to the Justice Department shall be repealed. and that the Immigration Service shall be bound by the same rules which bind other agencies of the Government. That is what we have tried tQ do.
