I say that the chairman of the Judiciary Committee cannot get by merely by saying that it is. He must produce the evidence. apparently the evidence cannot be produced. The Administrative Procedure Act is being used in connection with such things as the National Labor Relations Board. the Food and Drug Administration. and the Federal Trade Commission. It is used in connection with the Tariff Commission. when we seek to import tin. rubber. lead. or zinc. I submit that it ought to be used in terms of human beings. The burden of proof rests upon the Judiciary Committee to show why that act should be circumvented in connection with our immigration policy.
