Session #82 · 1951–53

Speech #820211851

I listened to the statement of the Senator from Nevada last Friday with a great deal of interest. and it seemed to me that the only ground on which it could be said that the bill came within the framework of the Administrative Procedure Act would be that it might be claimed that such deportation hearings are exempt under section 7 (a) of that act. which grants specific exemption from the Administrative Procedure Act. if a special statute is passed. So the provisions of the bill could be under the Administrative Procedure Act if by the statute exemption was granted.
