May 16. as shown by page 5329 of the CONGRESSIONAL RECORD. in the debate and colloquy between the Senator from Nevada and the Senator from Minnesota. the Senator from Nevada said: Why is it. Mr. President. that the opponents of this measure repeatedly assert that my bill violates the provisions of the Administrative Procedure Act in deportation proceedings when a perusal of the bill would convince any fairminded man that the bill is 100 percent within the framework of the Administrative Procedure Act. which. incidentally. I sponsored and authored in the Senate. Mr. President. no Senator is more jealous of the provisions of the Administrative Procedure Act than iG the senior Senator from Nevada. and I say to the Senate that the omnibus immigration bill. S. 2550. is completely within the framework of the Administrative Procedure Act. I should like to say to the Senator from Nevada. after having read that statement. that the junior Senator from Minnesota in his comments on this bill made some referencea very minor reference. and surely not in detailto the very volume to which the Senator from Illinois is now directing his attention. I have felt. and I believe. that particularly in deportation proceedings. under certain sections of the bill. the comprehensive nature of hearings and the procedural requirements of the Administrative Procedure Act have been weakened. I do not say they have been dismissed. I say they have been weakened by some clauses and subsections of Sen. ate bill 2550.
