The Government investigative agency reported that the subject was reluctant to bear arms during the war. and that he faked inability to understand or speak English so as to avoid the draft. He was issued a certificate of naturalization on October 8. 1945. on a false petition which stated that he entered the United States on May 6. 1941. He is still working for the State Department. despite a rule that aliens shall not work therein. and while I have not been able to go into the matter completely. I have been informed that he also has topsecret clearance.
