Justice. and Commerce. of which the Honorable JOHN ROONEY. of New York. is chairman. were told that in spite of the fact that this bill has been in operation for 1 year. not one of those people of German ethnic origin has come to the United States because the agencies were unable to determine what a person of German ethnic origin is. In other words. they could not get a definition. However. as a result of long hearings on the part of my chairman. the gentleman from New York . we were able to get some compromise or some agreement from the Department of State. Immigration. and other agencies. on a definition. I would like to interrogate the chairman now as to how many of those people have come in under section 12.
