Session #81 · 1949–51

Speech #810076542

This is an obvious contrivance to discriminate against those DPs from other parts of Europemainly the southern section. This provision has no place in American statutes. Our immigration laws state that an American must make a commitment regarding each immigrant so that he will not become a public charge. The Revercomb Act was not satisfied with this accepted assurance. It amended this provision making it necessary for each DP immigrant to have an assurance for a specific job and specific residence before he can be cleared for entrance. Is it not ridiculous that a man of say 80 years of age must be able to prove he has a specific job waiting for him before he is acceptable? Our problem is to settle DPs and not make settlement more difficult. Let each DP. including our 80yearold DP. have someone here in this country who will commit himself that he will not become a public charge and this will be stringent enough. The Revercomb Act charges off each DP entering the United States against the future immigration quota of his mother country. This is a highly vicious provision for it works an intolerable hardship on those refugees now in temporary residence in such countries as Spain. Portugal. and Cuba. Those people have lived out of suitcases for years with the hope that one day they would obtain a quota number and find a permanent solution to their problems.
