Mr. Chairman. for some time in our immigration laws we have had what they call a contract labor law. It was put into the law for a very good purpose. It prohibited employers from contracting laborers in foreign lands and then bringing them here. For a similar reason we have had a law relating to the payment of transportation of an alien which prohibited individuals In this country from paying the passage of aliens to this country. In the enterprise that we are undertaking here neither of these laws fit into the program. Citizens of this country want to arrange for the passage of those people.
