It is stuck into a bill where it has absolutely no right to be. It is stuck into a bill which deals with contracts. into a bill which provides that the Director of the Central Intelligence Agency may make contracts involving up to $1.000. that he can buy things in an emergency. and all that sort of thing. Then out of a clear sky they stick in section 8. providing that 100 people may be admitted without regard to the immigration laws of our country. Mr. President. both the distinguished Senator from Massachusetts and the distinguished Senator from Maryland a few moments ago stated that this bill had nothing to do with the internal affairs of this country at all. that it dealt only with territory outside the continental United States.
