If public buildings and many homes had been demolished. if jails and prisons had been opened and prisoners freed. if there were thousands of refugees to be housed. and If the people had lost faith in themselves and their government? That was the situation we found in many Italian cities. It was the duty of Fifth Army military government officers and soldiers to feed the hungry. restore public utilities. manage governmental affairs. protect the supply lines of the Army. restore industry and maintain order.
