This stopped women from voting a second time. Meanwhile. the leaders of the movement were not idle. In 1869 what was known as the sixteenth amendment was urged upon Congress: The right of suffrage in the United States shall be based on citizenship and shall be regulated by Congress. .nd all citizens of the United States. whether native or naturalized. shall enjoy this right equally without any distinction or discrimination whatever founded on sex. Th.s proposed amendment had two significant features besides its main intent: it would have invalidated at one stroke the declaration of intent tests in a number of States and it would have wrought a suffrage revolution by vesting in Congress the regulation of suffrage instead of leaving this function to the several commonwealthswhich had been the custom from colonial days. The first vote obtained on the proposed amendment was in 1887. when the Senate refused to submit it to the States for ratification by a vote of 34 to 16.
