I may say here and now. that is one of the great issues before us. whether we are going to retain our Governmert of checks and balances. with control locally by the people of the great functions of domestic government. or whether we are going to concentrate in Washington a strong central Government. which is the only kind of government Europeans know. I wonder if the alien minority groups sponsoring the proposed legislation really grasp the meaning of American institutions.
