Chairman. first I want to pay tribute to the distinguished chairman of the subcommittee. the Honorable FRANK FELLOWS. of Maine. There is not a more able. a more sincere legislator in this body than he is. I have a feeling that deep down in his heart he does not like this bill very much better than I do. I want to state in the beginning that those of us who are opposed to this bill are not opposed to immigrants or to immigration. We are proud of the strong immigrant blood that went into the building of this country. But times have changed and so have the immigrants.
