I would not favor the pending bill. There is nothing before the Senate to show that the new commission will employ the same type of employees that were employed by UNRRA. No one can say that the proposed commission would not obtain the best possible employees. and I hope that is what they will do. if confirmed by the Senate. The present personnel of the Immigration Service is not qualified by experience to carry out the provisions of the pending measure. They have not administered anything like it heretofore. The Consular Service that is today overburdened would be given the added burden of administering the program.
