Mr. President. a few days ago I heard on the floor of the Senate the argument. in effect. that the present Immigration Commissioner does not have the necessary personnel to enable him properly to execute the laws now in effect. It was said that 350.000 persons have entered the United States. and no one knows how many have left the United States and no one knows how many at the present time are illegally in this country. But now we find that we are confronted with the argument that the present Commissioner of Immigration should be given all the authority to administer this proposed act. Of course. the purpose of the act is to create a new commission which will be charged with the responsibility of carrying out the terms of the act. It is also said at this time. on the floor of the Senate. that persons who formerly were employed by UNRRA or persons of that caliber will be employed by the new commission.
