The problem of displaced persons is basically one of a wartime condition. and its aftermath of dislocation and disruption. It involves those who were displaced because of conditions resulting from the war just as much as those who were displaced forcibly during the conduct of the war. It should therefore include those who fled before the occupation armies of the Communist dictatorship. and those who fled from their homelands because of fear of political or religious persecution. because they are just as much entitled to displaced persons status as those who were forcibly deported. I recognize. in making this statement. that we must find a stopping place somewhere and must determine the dimensions of the problem with which we have to deal. For the reasons I have enumerated above. it seems to me obvious that the date of April 21. 1947. fixed by General Clay. and which is the basis of the registration program. is fair and equitable to all concerned and can reasonably be used to solve this particular part of our problem.
