December 22. 1945. which is the date of the Presidents original directive. was severely criticized by the subcommittee of the House Committee on Foreign Affairs which made a study of this particular point last summer. As a matter of fact. the earlier date has since been changed by administrative action to the socalled critical date of April 21. 1947. for the purpose of putting the provisions of the Presidents directive into effect. It is now the established date for giving priority under our immigration laws. April 21. 1947. is the date that has been recognized since General Clay made his important announcement with regard to closing the camps as the official date for determining what the size and what the dimensions and what the quality of our packages are to be.
