Mr. President. I have tried to make it clear that the total amount of funds thus far contributed to the International Refugee Organization do not exceed the appropriation authorized by Congress and that the law has not been violated in that respect. Now turning to the question of the percentage of the total assets of the IRO advanced by this country. I call the attention of the Senate to the fact that Piblic Law 146. section 5. provides: The Secretary of State is authorized from appropriations made pursuant to paragraph (a) of section 3. to make advance contributions to the Preparatory Commission for the International Refugee Organization. established pursuant to an agreement dated December 15. 1946. between the governments signatory to the constitution of the .Organization. at a rate not to exceed onetwelfth per month to the United States contribution to the Organization contemplated by paragraph (a) of section 3 hereof. The committees report states that as of October 13. 1947. the United States had paid 79 percent of the funds of IRO. I point out that if the United States was the first Nation or among the first to pay into the fund a considerable sum of money. it Is entirely posible. and quite natural. that for a time our percentage would be in excess of the percentage which we agreed to pay for the entire year.
