I desire to point out these facts in connection with the statement which has been made. First. Public Law 146. passed by the Eightieth Congresswhich authorized the appropriation of money to the International Refugee Organizationdid not fix in terms of percentage the sum to be contributed by the United States to the International Refugee Organization. Section 3 of the act states simply that "such sums. not to exceed $73.325.000. for the fiscal year beginning July 1. 1947." are appropriated for this purpose. I point out. and I believe that the Senator from West Virginia will agree with me. that contributions exceeding $73.325.000 have not been made to the International Refugee Organization by this country. Is that not correct?
