As a matter of fact. the PCIRO has been operative. and I cannot see that there is any difference between the idea advanced by the Senator as to the 79 percent of the amount expended and what might have been expended. We did not say we were placing those limitations on our Governments expenditures in terms of what it might cost.. That limitation was placed upon the amount spent for the maintenance of the International Refugee Organization. Up to this time the maintenance of the IRO has cost this Government 79 percent of the actual expenses. That is the amount spent by our Government through the operations by our State Department.
