In proposing that we apply the moneys hereafter paid by Finland to us on her World War I debt to the education of her young peopleand that is the proposal I am about to makewe are not proposing something new or untried. We are not establishing any new precedent. The precedent we are suggesting was established by the United States when nearly 40 years ago we remitted to China the balance of the Boxer indemnity payment "as an act of friendship in order to further develop the educational and other cultural activities of China." As my colleague the Senator from Arkansas stated in a recent speech on the floor of the Senate: This act of friendship has had a very great influence in the promotion of the good will and friendly relations that have prevailed between the people of America and the Chinese. * * * The foresight of our Government nearly 50 years ago has paid great dividends in our relations with the people of Asia. * * * Many students of the Chinese and other Asiatic peoples agree that our enlightened attitude toward China was our greatest defense to the propaganda of the Japanese in recent years and is to a great extent accountable for the loyalty of these people during the recent war. I can tell Senators out of my own experience something about the beneficial results which have followed another project of a similar nature. The organization of which I speak is the BelgianAmerican Educational Foundation. of which I have been a director since it was created in 1920 by former President Herbert Hoover.
