For decades criminals from all over the world had congregated in Shanghai. It seems .to me it would be asking a miracle to expect the Chinese to set up good government in such a situation in 2 years. After 8 years as a refugee government. the war ended rather suddenly and the Chinese were called upon to set up a dozen or so provincial governments to move into and take over on short notice the areas liberated from the Japanese. Could anyone reasonably expect all those provincial and county and municipal governments to be able to give good. efficient. noncorrupt administration? Some of you are from the Southern States. and you recall vividly what some of the governments were like which the North sent down into the cities and States of the South.
