I might say that members of the Committee on Foreign Relations participated in the conference. because it directly affects the relations between our country and other countries. It was on our initiative that .UNRRA was set up. When it was about to expire. we agreed to the International Refugee Organization as a part of our obligation to the unfortunate millions who. without any faultof their own. are victims of war and prejudice and injustice. We have done that because we have recognized that this fermenting caldron of despair and chaos and disorder in the world could not go on indefinitely if we hoped to preserve the peace of mankind and to fulfill our obligations and the obligations of the nations which set up the United Nations in order that world peace might be preserved. It was obvious that we could not pass the legislation. I myself am not committed to it. I am not committing myself to it now. I do not know now what sort of bill I would vote for. or how many refugees I would vote to admit into this country. It depends upon conditions. It depends upon the circumstances. when the legislation arises.
