President. I wish to make a brief comment on the pending resolution and the situation which faces us and the world with regard to the subject under discussion. As every Senator will recall. the President of the United States sent two messages to the Congress recommending legislation allowing the admission of 400.000 displaced persons over a period of 4 years within the quotas provided under the existing immigration law. A week ago last Monday the President asked Members of the two Houses occupying positions of leadership. including the presiding officers of the House and Senate. to confer with him in regard to this matter. with particular reference to his recommendation for the admission of 400.600 displaced persons into the United States. The situation was such as to make it obvious that no such legislation could be enacted at this session of Congress.
