It provides for the erection of a fence along the Mexican boundary. A portion of the fence has already been constructed In the western part of New Mexico and in Arizona. It is proposed to build a fence from the uncompleted portion of the line along the Rio Grande. The purpose Is to aid the enforcement of our immigration laws. and it will do so very materially. It will assist in preventing smuggling. It will also help to keep out animals which may bring into the United States contagious diseases. such as the footandmouth disease. and diseases of that kind.
