The United States attitude. therefore. will determine whether or not the Palestine problem will be solved by the United States. From what I have seen already. it is not too early to call for a threepoint program for United States action on Palestine in the United Nations. First. that the United States shall say now unequivocally that the United States policy has not changed. that we support the promise of the Jewish national home in Palestine and the opening of Palestine to full Jewish immigration compatible with its economic capacity. and that we will state before the United Nations Special Committee of Inquiry just what the United States will do to implement a solution. Second. that we will take a part in a Palestine settlement. The AngloAmerican Committee of Inquiry. for example. made a number of recommendations regarding the equalization of standards of living and standards of education between Jews and Arabs in Palestine.
